On 7 January, primary market EU ETS auctions resumed. The resulting auction price and the volume of CO₂ emission allowances sold can be explored in our CO2 emission allowances price in EU ETS system chart, and the underlying data can be downloaded as a CSV file. Below, we provide information on the start of trading in 2026 and outlooks, as well as a summary of auctions in 2025. What was the average allowance price and the revenue generated for Poland?
Auctions in 2026 started at their highest level in two and a half years: EUR 86.27 per tCOâ‚‚. Higher prices were last recorded on 22 August 2023 (EUR 87.86). Prices increased steadily throughout most of the second half of last year, with auctions closing on 15 December at EUR 84.6.

The average COâ‚‚ allowance price in 2025 amounted to EUR 73.43 per tCOâ‚‚ (volume-weighted average). An average of 24 participants took part in each auction. Across 213 auctions, allowances covering nearly 589 million tonnes of COâ‚‚ were sold in total.
Revenue for Poland from the sale of allowances in 2025 reached EUR 3.85 billion. After accounting for various compensation schemes for consumers, support programmes, and railway travel subsidies, roughly three quarters of this amount is likely to flow into the state budget.
In 2026, a total of 48.7 million Polish EUA allowances will be auctioned. In August 2025, the Polish Press Agency reported estimated revenues for 2026 at EUR ~4.87 billion, based on prevailing price assumptions (EUR to PLN conversion based on current Polish National Bank rates).
